Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from different nations. Immense energy is allocated on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from enemy soil, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably supplied through partner states. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: maybe the approaching threat won't strike its target this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Following this, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a need that European nations are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from US administration generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership functions according to a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unrealistic to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its favour in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but preventing a total frontline collapse until conditions improve in its benefit.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
